Words come out before the mouths are moved.... Kinda like old japanese movies with the english voice overs, does anyone know what causes this? I use Ridata DVD-Rs with a new nd-3520aw. I burn at 4x since the disk speed is 8x and I use covertxtodvd, clonedvd, and nero.

Can you burn it slower? Try speed 2x.
And does that work after you have convert it to dvd-files in your pc?

I bet this is a downloaded file from the internet. The source file (what you downloaded) is the problem.... not your burning or your conversion. You are using decent media and your programs are good but the movie you downloaded is not! Garbage in, garbage out.

You would have to reencode the whole video file and use a program that will let you off set the audio. Virtual dub can do it. This can take a lot of time to get the audio just right. It might be happening because when the audio is changed to be dvd compliant the bitrate is changed.
