I use nero 7 and use Nero smart start. I add the movie avi file and most of the time it is to big, so I have to hit ok so nero shrinks it to fit on the disc. It usually puts it in half the space of a dvd 5 disc. ONce that is complete I play it in my dvd, the quality of the video is not the best. What can I do so nero does not shrink the movie so much that it looks a little blotchy?

You can actually play around with the bit rate.
Open Nero, right click more, right click video options and you should get a screen like this

Its just a matter of trial and error.

The quality of media used also determines the final outcome, what brand are you using.

I am using maxell dvd +R. I'm new at this, so should the bit rate be higher or lower to increase the quality?

Your maxell arent the best discs around, I would try Verbatim or Taiyo Yuden. Try the setting I have shown and go from there, as I said you have to muck around a bit before you get it right, each file is different.
