most of the newer burners support BOTH formats, but, if you have an older burner that ONLY supports one of the two (dvd+r or dvd-r only), then NO, you can only burn onto the media format that your burner supports there ARE modified/cross flashed firmwares for various makes and models of burners that WILL enable it to do so, but you are taking a risk of frying ur burner if you incorrectly flash your burner and naturally your warranty is NULL and VOId~ what kind of burner..make and model do you have? i MIGHT be able to help you if it is supported...hehe
