Can I mix RAM with different frequencies?

    So far I have 4GB of RAM, but I want to add another 8 (2 x 4GB) to do this I would have to get different latency and frequency RAM. Right now I have a frequency of 1600 DDR3 and the ones availible in 8 (2 x 4GB) are 1333 DDR3 (and basically every other frequency except for 1600) the latency is also different. Will everything work or will it fry my stuff/ be inefficient?
    Am I better off getting only 4 (2 x 2GB) with the same latency and frequency?

    32bit windows or 64bit windows?

    ram will run at slowest ram yow have so a 1600 will run at 1333.

    I've mixed RAM before to the point the machine would not even run at all.
    Different brands + speeds + latencies = Best case scenario will run at slowest of RAM, worst case = not work at all, or work but unstable and frequent blue screens
