Can I re-encode this incomplete video into a "proper" video file?

    Ok so I downloaded a video that I had to get last night. I completed the download but I noticed the video was incomplete and didnt have a proper header. This means the video wont play in any basic media player it will just give an error. So I downloaded VLC player and success the video plays fine with it. But I want to re-encode this video so it will work with wmp but all encoding tools give me an error when I try to open this video. So anybody know of a tool that can open incomplete videos and re-encode them. Ive tried every type of Virtualdub but it cannot open either. Can someone please suggest a working tool or something?

    btw you cant get this video from anywhere else the actual video is incomplete. So redownloading wont help any.
