can't create new folder

    I can not create a new folder. I have tried the right click and new, but "new folder" is not on the list.
    It worked at one time, but doesn't work now.
    I tried the "system restore", but for some reason my computer continues to delete the old restore points. Whenever it creates a new restore point, it deletes the previous restore points. I would also like help with this, if possible.
    Can anyone tell me how to create a new folder, if it is not on the list? Or how can I get it back on the list?
    I would appreciate any help anyone can give me.

    I went to the sites you had listed. They did not help me to learn how to fix the problem. One site was about the registry. To check to see if the default is there. It is.
    Can anyone tell me what I can do to fix the problem. Can anyone tell me what I can do to make it so I can, once again, create new folders?
