cant install portio64 on win7

i installed dseo followed the instructions, put it in test mode, restarted my pc and still could not install the portio64 driver and cannot get into test mode, at the bottom of jungleflasher still says portio64 driver not installed.

i get this message when i open jungleflasher,
cant install portio64 driver!
press F8 at boot to 'disable driver signature enforcement'
or test sign the driver to run in 'Test Mode'

i cant even disable it because i don't have the F8 option, im using a dell computer

 

you have run as the administrator right click on the jungleflasher and click run as the administrator

 

i have done that, the same message shows

 

i really need to get this installed, i want to flash my drive
does anyone know a solution to solve this?
