Can't turn off my laptop [Vista]

    I never had this problem before, it started when I took my laptop in my bedroom for a day. I always keep it in the living room, connected to the power supply.
    When I brought it to the room, the battery icon was showing the laptop as charging even if it wasn't, and the internet connection icon a red X when I was online. Also couldn't load some progs from icons in the tray at the botton left. Weird I thought but had to finish to write something so, I waited and brough back my laptop in the living room. I decided to reboot it to fix the icons.
    And that's where I couldn't turn it off.

    I did shut down, and got a "Logging off..." screen forever!
    At first I waited 10 mins, and seeing as it didn't work, closed the laptop by pressing the power button.
    Restarted the laptop, did a proper shut down. I left it in Logging off.. screen mode and seeing that it didn't want to, I decided to leave it like that, hoping it would eventually turn off.
    Three hours later, same thing. Screen saying "Logging off.."
    It fixed the icons, but now I can't turn off my laptop properly, only way I can turn it off, is by pressing the botton, and when I restart it, I get a "Windows didn't turn off properly, select how you wanna start it" white text.

    What's wrong?

    I have a Dell Inspiron 1720 running Vista.

    possible windows update gone bad? try system restore to before the problem.
