Capturing Card - which one ???

    I'm new to this, but I want to start.
    I tested with another PC and a Winfst TV2000 expert capturing card to record some TV programms and some self made home movies. I'm not happy with the quality in TV- and not in PVR-mode.
    Which other capturing card is on the market and of better quality and includes a TV tuner (PAL-I)?
    Thanks for any advice on the subject.

    I forgot to add: the PC specs:
    2.4 gb celeron, 256 mb RAM, HDD: 40gb (C:\) 200gb (D:\), burner from
    benq. XPpro Sp2
