I have a couple of mpg video files that playback too fast (video and sound). I'd like to change 25fps to 23fps or so (and the audio accordingly). Can I simply change the attributes of the file so that I wouldn't have to make unnecessary and lossy conversions? If yes, what's the right tool for this?

your probably stuck with that as it probably was encoded that way. Can't see where changing the frm rate will help

In my opinion I indeed have to slow down both video and sound.

I'm not sure if it was unnecessary, but now I actually already re-encoded everything and it's now correct speed. Virtualdub seemed to have a couple of bugs, had to do some workarounds, but nevertheless I'm happy now.
