I have a 46" Sharp Aquos that I'd like to connect a computer to for streaming movies.

The inputs I have are Component and S-Video (My two HDMI's are used with my DVD player and my Comcast Cable box, so I can't use HDMI out.)

So far my search hasn't really come up with a good description of the outputs on the cards, they usually say something like "HDTV out" etc.

My budget would be under $100 and I'm putting it in an older 1.6ghz P4 with AGP.

It's very easy to find AGP cards with an s-video output. The way the s-video output works is that everything you would see on a computer monitor connected to the VGA or DVI port is also on the s-video output. The downside is that the s-video output was designed for video and not a computer display. You can find many cards sold at Newegg. I've had good luck with ATI cards. The ATI driver also allows some adjustment for screen refresh and flicker removal.
