When i press the power button the fan sometimes twitches and that's all. When i disconnect the CPU power, the fan spins just fine but no display. Is this a bad CPU or Motherboard? And how can I check?

I have used two different PSUs so that's not the problem.

    Most likely bad motherboard.

You can remove the CPU and the motherboard should still power up without it.
