Comupter refuses to shutdown/ restart

    It's a problem I started having rescently. When I attempt to shut down or restart my computer, my screen goes blue and displays a message:

    IRQL_NOT_LESS_OR_EQUAL

    I follow the on-screen instructions that say to uninstall any new software. I uninstalled the last software, Symantec Anti-Virus (installed previous day), but even when I did this my computer still displays the message.

    It does not allow me to shut it down or restart it. It goes to this screen and stays that way forever.

    This is not a problem with windows but something that occurs during start-up most likely. This has to do with the BIOS on my computer I think, but how can I fix this?

    Any help is much appreciated.

    Windows XP Home Edition
    Dell Dimension 4700
    Intel Pentium 4 Processor 2.8 GHz

    probably because its a dell : ) no joke.
    try looking in your bios and check if any thing is blocking this
    and if it dosent shut down teach it a lesson an pull the plug.

    Yeah, it's a Dell. How would I access the BIOS though? It gives me options of pressing F2 or F12 at startup, but those don't lead me there.
