Its best not to even try, as you will be in for a hard time otherwise. The easiest way would be to covert the PAL video to avi and then re-encode to NTSC. My initial thoughts on this was that it was good quality, but having studied the results a bit more, they are really only good for getting the job done when other methods fail.
