counter strike problem

whenever i play counter strike i get booted from a game.it says rates are too low.my friend told me to change rates,fps and some other stuff.googled it but the answer wasnt clear enough to me.can someone help?

look for fps... it will tell u how to up ur fps or make it lower. what are the specs of the comp u are plauing on?
