CPU Heatsink Fan doesnt always start

    So, Ive just built a computer for my girlfriend, here are the specs:

    GIGABYTE GA-P35-DS3L LGA 775 Intel P35 ATX Motherboard
    Intel 2 Quad Core Q6600
    1000W PSU
    4 Gigs or Patriot Ram
    8800gt
    500GB HDD


    whenever we turn on the computer, all the fans in the case will turn and work fine, but the CPU fan is different. The light slowly turns on, and it doesnt spin. It will twitch forward, as if trying to spin, then not spin at all. Sometimes, when the pc is on and the heatsink fan isnt spinning, ill reset the computer and the fan will go to full speed. I know it cant be the heatsink because 1. its zalman, 2. its new and worked fine on my motherboard, and hasnt been opened or taken apart. Is this normal for a heatsink fan to not start up? Ive tried the stock heatsink that came with the quad core and the same thing happened. It would lurch forward a little, then it would take some time for it to get going. any idea what the problem could be?

    **update** sorry for double post but...

    i read that gigabyte mobos apparently have a feature where it will turn on or off the heatsink fan depending on the temp of the CPU? if that is the case, is there a way through bios or any other means where I could turn the fan on continuously as soon as i turn on my PC?

    That's correct, disable "Smart fan control" in the BIOS.
