Creating bin/cue from files/folders

    Is it possible to create a bin/cue file-set for ISO 9660 Cds from custom files and folders, i.e. not from a volume/cd on windows? I've been looking everywhere but haven't found a solution to this, have only seen applications that create .iso-images but it has to be in bin/cue format. Any help would be appreciated.
