Creating VCD from .mpg Without NERO

    I have an mpg file that I really need to burn as a VCD.
    I created and burned the file as a VCD with Nero, but when I put it in my JVC DVD player, I got the message "some CD-R/RW's cannot be played back depending on the recording conditions" I think the problem may be the Nero program because I copied (just copied not encoded) another VCD and it played fine.
    So Could someone please suggest another program (preferably free or with free trial) that can create VCD?

    VCDImager is free software diributed under the GNU license that you can use: http://www.vcdimager.org/
    Unfortunately it is a command line tool, so you if you're unfamiliar with that you may not like it.
    Fortunately there are several developers that made a frontend GUI to it. You can find one here: http://www.videohelp.com/vcdimagergui.htm
