Doubt it'll freeze, but you might get some latency issues... Play the original CS - it'll run perfect, there's more players (and persoinally i think it's better) and you won't experience cheap deaths from internet issues. I have 512kbps and it runs fine. Give it a shot and see, might do good but make sure all of your connection is dedicated to the game otherwise you'll have trouble. Either way the collectors pack is worth buying :)

I don't have a great understanding of Latency, but i can tell you that if your connection is slow, or limited because your downloading in other applications etc, then the game runs absolutely shithouse and you'll experience stunted gameplay - you even appear the same way to other guys, so ina game like CS you'll get raped in seconds lol. Either HL 1 or 2 is worth getting. I'd probably opt for 2 if you haven't got that one already - you might get the original CS anyway, if thats what you're after. Have you got a decent graphics card? If you don't then i'd start with original Half Life - you can play sweet modds like Team Fortress Classic etc - good good times haha.
*The higher your latency the slower the game will run
