I have A Bin/Cue File I do Know how to burn it using nero but the problem is that the video is too large for a 700mb CD-R so is there a way to burn it to DVD or something? Can someone please help me.

The contents of the BIN is over 700MB or the BIN itself? Because there is a certain amount of overhead, so for instance a 740MB BIN might only require 700MB's of space. Also since we are talking video; (S)VCD use mode 2 form 2 that allows for 800MB's on a 700MB CDR.
