MegaMan Powered Up (good dump) runs fine on 3.52 M33-4, have you got a butchered rip or maybe fake MS?

Try this, put the PSP into USB Mode. Then right-click on the drive and select Format. Deep format the the memory stick (uncheck the quick format box). Then go back into the XMB and format it again (Settings/System Settings/Format). Now try putting the ISO/CSO file into the ISO folder. If it still doesn't work, the file is corrupt. Download the game from a different source or rent/borrow the game and run ISO Dumper 0.2 to get a full dump untampered with.

Try renaming the iso. If it has a long name then it won't boot.

i don't know any of these sites you mention, but i do know that a good dump (not ripped) works fine on both OE-A and M33

both in no-UMD (sony driver) and with UMD

    can't help you though, sorry
