Desperately looking help! (netsh.exe - application error)

Hello to all!

This forum is my last resort if i don't solve it here idk what will do, anyway let's get to the point.
I was unprotected few weeks waiting my friend to get me AV, suddenly i was watching one movie and blue screen interrupted whole system saying something about system memory dump. I manually rebooted PC and continued to my film. After few hours same thing but now when i rebooted PC manually but now that blue screen wouldn't let me to desktop so only reasonable option to me was formating HDD as all main items are on my other (master) HDD. "Operation" went smoothly and i was on desktop in about 30 minutes but then all of sudden that weird error called "netsh.exe - Application Error" keept on bumping every 3-5 minutes and main problem is that i can't install any applications and can't open most of my applications (including cmd.exe). P.S. I am running Win 7 Ultimate (Build 7600) 32-bit (now using Bit defender as AV.)
