Does an Absolutely LOSSLESS decrypter program exist?

    Using DVD Shrink now. I notice a slight (~5%) loss of quality - no compression is being applied.

    Picture is acceptable, but quality leaves only a substitute, not a replacement quality copy.

    Do ANY programs available make exact copies

    Just to avoid confusion for you, a decrypter (like SmartRipper, or DVDdecrypter) doesn't compress the video, it just rips it from the DVD and cracks the decryption code.
    Check the software section on this site... Clone DVD might be what you want.

    If you insist on putting a long movie on one disc, you will lose quality by compressing it down. Only way to make sure you loose no picture bandwidth is to split the movie, like with DVDFab

    Some movies have a huge bandwidth, much higher than the picture actually requires, so compressing them loses no quality, as good compression software removes only the parts of the bandwidth not required by the picture. DVDShrink is the best for this.

    BTW CloneDVD will reduce the quality if the original main movie wont normally fit on one DVDR
