my pc is relatively new, and 2.8 Intel D 1 GB ram yadeeyadeeyahdaa. Ok, so I wanna try some gamecube emulations, but I can't because my PC cpu doesn't support SSE2 or SSE2 isn't enabled on my PC. I don't know if it is or isn't, or if it is even supported on my PC(I wouldn't like to believe that is the case, I mean its freakin new).

SSE2 is an instruction set built into the CPU. It's either there, or it isn't. There's no turning it on/off.

What is the exact make/model of your Intel chip? I believe SSE2 instructions have been a part of Intel's lineup for a while now.
