Downscaling or Re-sizing 1080p Anime

    I've got a 1080p anime mkv file i would like to re-size or downscale into a 720p mkv file. This is because my computer is not capable of playing the file in 1080p and i am not able to afford an upgrade.

    It is encoded in H264.
    The audio is encoded in AC3,however this should not matter.

    I would like to keep the quality (ie no visible change in quality), and decrease the file size by around a half.

    I am completely new to encoding and I only have a faint idea of how to go about doing this. Could you suggest a software or program i should use and the settings and configurations to go with it. Thanks... if you have any other questions, feel free to ask.

    MeGui, perhaps ? Just re-encode the video, and mux in the original
    audio.
