    its a touchscreen issue.
its says "Save Saver! Please Wait" on bottom screen right?

did you put on a new screen protector? maybe a bit of dirt?

i know its the touchscreen because i tested my supercard dsone by touching the screen while booting up and it stays at "Save Saver! Please Wait" untill i let go, then it booted normally.

try your new chip on a different ds console, see if that work.
'save saver' is a touch screen issue, so if its still dont work, sorry, your new chip may be faulty.
