dvd authoring without conversion

    is there any software out here that can author dvds without conversion?

    also, there is one clip that I'd like to author in a menu, but it consists of 2 vob files

    how do I make the menu play both vob files?

    If by 'without conversion' and the source is (for example) an AVI file, then no.

    However, if the source files are mpeg2 compliant, then a program like DVD Flick will author without encoding - if you select the appropriate option.
    Project Settings > Video > Advanced, 'Copy MPEG2 files'

    In the case where you have two VOB files that you want to be authored as separate 'Titles', you should convert each, separately and without loss of quality, to mpeg2 files using VOB2MPG.
    The two files can be added to DVD Flick and if you opt to create a menu, they will have separate entries.
