It can't be done using DVD Flick.
It can be done using VirtualDub to view the source file and note down the times of the required chapters (the first chapter is always at 0:00:00 ) then use DVDStyler to convert the source and create the menu and buttons which select the scene change.

The steps are, load the source file.
    Select a menu background.
Drag one button for each chapter onto the background.
If there is not enough space on the background for all the buttons, create a second menu.
The first menu will have a button pointing to the second menu.

Create the chapter list by right clicking on Title 1, Properties.
The format is 0, 00:05:10, 00:10:20, etc - the numbers corresponding to your list that you made from VirtualDub.

Right click on each button and tell it which chapter it is assigned to - the graphic on the button corresponds to that time in the video.
You can add text anywhere on the screen by right clicking.

    You can burn with DVDStyler.
On the top menu, below 'Configuration' there is a 'Burn' logo.

    You drag the AVI
file onto VirtualDub and it doesn't load and there is no error message?

i open vritual dub and it shows all these thingd in the file
so i just pick vdub application
    it opens
i click file>open videp> then i click the avi file and it says
couldnt find decrompressor for video location
why does it need to be compressed its already an avi file?

It's not trying to compress it - it's trying to open it and it possibly can't because the video codec is not installed in your PC.

AviDemux can probably be used instead of VirtualDub - it's codecs are self contained.

The original suggestion was that you use VirtualDub to figure out where you want the chapter points.
Using AviDemux, you do the same.
Scroll through the video and note the times you wish the chapters to point to.
Follow my other posts regarding DVD Styler.
You select a menu screen then load the AVI file.
The times you noted for the chapters are your inserted at the appropriate step.
