Do you want to download directly from the DVR to the PC, rather than burning a DVD (if your DVR also has DVD recording ablity) and then reading that DVD on your PC? I don't know anything about the Time Warner. My Panasonic DVR can burn DVD's and my PC is in a separate room, so that's the route I usually take. Both units accept DVD RAM disks (that can be rewritten) hence I don't have to waste DVD's to make the transfer. If your unit has similar capability, you'll be OK.

I expect that using a direct connection depends on your PC configuration. If you have a video capture card on your PC, you probably could take the DVR output (SVHS? Composite? TV RF?) and cable it to your capture card input (along with audio connectors).
