I was wondering, I downloaded a movie file yesterday and the detailed properties of that file said that it was 14 Frames per sec.......When I encode it in TMPGEnc, do I encode it by using "NTSC Film" which says it is 23 Frames per sec? How can I lower the FRAMES PER SEC?
Throw the file away, the results what you will achieve when you try to squeeze unstandard framerates into PAL or NTSC are horrible and not worth the trouble.
