error 16 after formating xbox hard drive

ok this is a big problem and i am afraid i wont find the fix, before i post a cuestion i used to look for old posts i aready did this for a week and none of the fixes worked. none of the hotswaping tutorials did worked.

about a week ago i softmod this xbox and then installed xbmc ok everthing was good till i wanted to update the xbmc and after that the emulators werent responding at all, i unistalled the dash ,reinstalled it, unistalled all emulators ,reinstalling them, and nothing then my big idea came and i formated the hard drive with the "deluxe auto installer" disc and no more xbox since then,

and error 16 started appearing.

when i do hot swapping with the xbhdm the pc just keep booting and booting again without giving me any options no matter if i choose option 1 or 2 or 3(unluck hard drive utilities)

how can i get a universal eeprom.?? i wish there was one.

just let me know can be fixed or its trash time.
