It is a setting in IE.

    Open Internet Explorer
    Click on Tools
    Click on Internet Options
    Click on Advanced Tab
Under Browsing Heading CHECK the box “Disable script debugging”
Just underneath this line there should be UNCHECKED “Display a notification about every script error”
    Click OK

    That should do it!

That is a software issue within your PC.

First try to re-install IE with updates. Then if that doesn't work...

I would do a clean install of your Windows95, update online and then you should be good to go.

    http://www.microsoft.com/windows/ie/downloads/critical/ie6sp1/default.mspx

Here is a link for IE6.

If you can find a Windows ME cd with it's cab files I would suggest doing that sinc it would work with 4 or more gigs of HDD. You mentioned that you have a 12 gig HDD and that would be more then enough space. That is the latest version before Windows XP and has many drivers built in to make PnP easier on you and your kids.
