Recently purchased a 250 GB ext HD because my internal 80gig was about to be full. I moved my intire shared folder onto it(which is where all movies, tv shows, music, etc gets DLed onto). Is it bad to have dl programs dl files directly onto this drive? Is it bad to have the ext HD on so much? Thanks

Not at all. Storage drives are becoming the norm for us power users that like to have massive backups of large files we've downloaded, and don't wish to do so again when we need them.

However, I wouldn't go installing programs to it. Because errors in Windows can occur if the drive is not attached.
