If you bought a device that was specifically an external hdd, then there should be instructions, read them.

If you bought an external enclosure and put a hdd inside it, tell us.

Yeah, another user the other day had problems with a seagate enclosure. Does this relate to you? What type of hard drive, enclosure, is your usb 2.0? Any system errors in the event viewer, "look in accessories, administrative tools, system." Look in start, control panel, system, hardware, device manager. Look for yellow "!." If no, on any of these, might try to exchange it. Check the usb cable, try a different cable, not to be smart, but does it turn itself on? Or is it manual? Probably something simple, but there is a rush by the hard drive manufacturers to get rid of the old. Because terabytes are lurking over the horizon.
