Extreme newb, can pda's access the internet on the go? car, store, etc?

Im not talking about wifi. Can I access the internet in the car or a store or outside? Is there a sevice that can do that on pda's. I see that cell phones have that. And if so what is a pretty good pda or pocket pc that is good using it? THanks for your help

Is the internet any good? Does it load up most sites.
