f****ed up modding programs

    hey guys, whenever i try to run any modding program, even dothalo or something, it always gives me an error. also, whenever i try to install any .NET Framework, it always gets messed up. What's going on?

    when i try to install .NET Framework 2, it gives me this:
    Error 25007. Error occured while initializing fusion. Setup could not load fusion with LoadLibraryShim(). Error: 0x80131700

    also, when i try to open a modding program, it gives me this error:
    *program".exe - Application Error. The application failed to initialize properly (0xc0000135).
