All the info i have come across mentions that i have to do a mod chip and back up the hard drive first. What do i do if the hard drive is already shot? Can i still put in the new hard drive? Can i soft mod first to make sure it works first? trying to fix it, my friend was going to throw it out.

In an unmodded xbox, the hard drive and the eeprom is married. This means that the unmodded xbox's hard drive will not work unless it's matched up to the stock eeprom. I know there are ways to re-program the eeprom, but without a hard drive to boot up the machine with,I imagine it's pretty hard.

If you can still boot up the machine to some kind of dashboard (even the stock M$ dash) then you have a chance to run a mod on it. If you are able to run an exploit of some sort, then you can switch out the hard drive.

If you really want to have fun,you could go on eB*Y or something and buy a matchine eeprom and hard drive set, then all you should have to do is remove your stock eeprom and solder in the new one and then it should work with the hard drive you bought. [bold]OR[/bold] your friend could just part out the now not working xbox.
