Hey guys, I just made my first VCD by encoding an XviD to mpeg with tmpgenc, but when I watch the mpeg both on my computer and on my tv the quality is noticeably much poorer than the XviD, and also it seems every couple seconds the framerate drops. I had the encoding set on highest quality(slowest) and i'm pretty sure I had the right framerate (NTSCfilm), is there anything I could do to prevent this?

Convert at a higher bitrate or higher resolution. Itll make the files bigger so you might have to split it onto 2 CDs, but it'll be worth it.

How exactly do I go about doing that in TMPGEnc?

Under the Video tab in Settings, increase the bitrate. The option is in the center of the screen.
