Most DVD's only hold 120 minutes of video, but let's say I had a movie that was 2 and a half hours long, would it still fit on the DVD as long as the file was smaller than 4.7 GB?

Yes, lowering the bitrate would result in a smaller file size but also less quality. Bitrate x File length = Quality Adding more video to a DVD would result in less bitrate used.

Yes, but that is a long movie and you might want to consider 2 disc's but it will fit on 1.
