FORMAT EXTERNAL HD

    IS It possible to format an external usb hd without losing the information on it?

    No, formatting a hardrive will lose all info, so if you're going to do it then backup all the data onto another HDD or DVDs.

    even if you were to use nortons partition magic?

    If you use Partition Magic, you aren't formatting the drive, you are partitioning the drive. You won't lose your data.
