Have factory installed windows. Have used f11 many times. This time won't work. When keyed in the f8 site appears and just times out to allow windows to start normally. Up down arrows don't work here so can't go to safe mode. Do want to format but can't. Any helpers out there?
If I'm reading your question properly, you want to format your hard drive. The easy way is to visit the drive manufactures web page and download their utility for formatting. Other ways to do it would be to download fdisk and use that, or the Windows CD itself.
