That is just telling you your GOP structure is not DVD-Video compliant. Where did these mpegs come from?

I did a search and found that during the encoding process the GOP structure parameters can be set.

    TMPGEnc:

Number of I pictures: 1 NTSC, 1 PAL
Number of P pictures: 5 NTSC, 4 PAL
Number of B pictures: 2 NTSC, 2 PAL
Max number of frames: 18 NTSC, 15 PAL

I would re-encode, making sure your TMPGEnc settings are correct for the GOP structure.

I have version 2.521, under Filter setting, select Other setting. This opens MPEG setting, select GOP structure tab.

The next steps would be to run it through TMPGEnc DVD Author and then through a compression program like Shrink. TDA will complain about the size. 4464 MB is the default size that Shrink uses. You movie is only 1530 MB larger than that, so just a moderate amount of compression is needed. I don't know how accurate the time figure you stated is. The size figure is typical for an uncompressed movie though. What is your bitrate?
