Ok lets start fom the begining I need to know what you mean by wont boot do you mean you power on your pc and nothing happens or do you mean that the windows xp disk doesnt boot the install program if it is the later enter your bios by hitting del (usually) can be F2 OR F1 OR F10 find your boot order and set your cd rom as primary boot device
if it is that nothing happens when you power on then you have a hardware issue

Are you trying a fresh install? Or installing a new HDD into an old computer? OR are you trying to copy a verion of XP from a new HDD to an old HDD?
