I tried doing the hot coffee to see what its like. After realizing it glitches afterward and also you get stuck and the no limit above 4 star thing, I wanted to take it off. I tried taking it off by backing up another copy of GTA SA then the one I already had. I ran that, and it was still on. I also used sacensor.exe to change it to censored, and it still played uncensored. I have no clue whats wrong, any help?
try a different game save. the save is the one that holds the change. delete the save and backup a clean gtasa and then start a new game. see if the affect is still there
