If your mouse doesn't found in Dual Core PCs It's the solution:

    1). Open GTA:SA.
    2). ALT+TAB return to Windows.
    3). CTRL+ALT+DEL "Task Manager".
4). Right Click "gta_sa.exe" and click "processor affinity".
    5). Select only one CPUs.

    In spanish

    1). Abrir el GTA:SA.
    2). ALT+TAB para volver a Windows.
3). CTRL+ALT+DEL para que salte el "Administrador de tareas de Windows".
4). Click derecho sobre "gta_sa.exe" y click sobre la última opción, la de "afinidad".
5). Dejar seleccionado solo uno de los CPUs.

I have solution for QUAD CPU's (because Your method doesn't work on my hardware)
    1). Open GTA:SA.
    2). ALT+TAB return to Windows.
    3). CTRL+ALT+DEL "Task Manager".
4). Right Click "gta_sa.exe" and click "processor affinity".
    5). Select CPU 1.

(Maybe after this point mouse is ok but not my, so I do little cfg ;)

6). Click on GTA:SA shortcut and select "Properties"
    7). Go to "Compability" tab.
9). Select "Run this program in compability mode for" and on the list select "Windows 98 / Windows Me"

    That's all, mouse works pretty.
    Thanks bro for Your solution.
