halo2 gametypes modding

my friend has a softmod and with it he can make custom game types with weapons and medals and all different things in the name.
can i do that with a hardmod or can i only do it with a softmod?

 

i have never heard of that. all though if u donwload this>>> http://www.danhrules.co.uk/downloads/mt/mt_setup.rar there is a special prgram that allows you to make gametypes [like the one your friend has] that u can use with AR
