About the MP3 editing...I believe is not possible to edit an MP3 file directly (except for trimming and splitting). All the programs I know have to temporarily convert the MP3 file to Wav (or other uncompressed format) so you can edit it. After you are done editing, the program re-compresses the file to its original format. There are lots of audio editing programs out there. I use an old Audition version called Cool Edit which allows me to do so many things. Other programs you might be interested in are Sound Forge, Adobe Audition, Cakewalk,etc. The list goes on. These are not free software. As far as I know, there are only two audio editing programs that are both good and free. Pro Tools 5.0.1 free for (Mac OS) and Audacity (Multi Platform). About the VCD...I barely know the basics about VCD. I don't use the format 'cuz I prefer DVD. I know that software like Roxio, Nero and Sonic have the VCD option. Other than that, I'm completely ignorant about it. Hope this helps.
