Have choppy video to work with

I run Windows 7 Home Premium x64. I know that this is a long shot, but is there any way to tighten up and smooth out an AVI file that was originally recorded on a VCR? First of all, I'd like to sharpen and clear up the video to give it a little more detail and smoothness, but the biggest and most noticeable glitch is that jittery video you get at either the top or bottom when a tape isn't tracking right. I've got about an inch of it here and there. It's still very watchable, but I wish I could tweak it at least some.
