The VIDEO_TS folder is a standard folder that must be contained on a DVD compliant disk. It contains the video and audio files of the DVD. There will also be an AUDIO_TS folder although it will be empty for a video type DVD. Some DVD burning and authoring programs will only deal with files contained in a folder by this name. It is not always necessary however. In this case, let's assume you are ripping KingKong. Make a folder on your desktop or any other location you can remember and name it "KingKong". Open the KingKong folder and make another folder and label it VIDEO_TS. Use the VIDEO_TS folder as the destination for the ripped files. That's what the instruction means.
