Yes you can run 3 ides hard drives. Your only limited by how many ide connectors and size of your power supply on how many hard drives you can run. I run 5 hard drives on my media center pc. You don't need a dvdrom for the computer to bootup. You only need a dvdrom if your OS hard drive crashes and you need a dvdrom to boot the computer.
